Yes, they are. The only thing that should be noted about is that the scum should be liquid. The scum mainly comprises of fats, oils and greases (FOG), that come down through the kitchen drain. They will be decomposed gradually. But sometimes they become very thick and start to dry. As a result the air cannot penetrate through the thick and dry layer into the effluent. The bacteria in the tank work best when they have access to oxygen. In case the scum becomes too dry and thick, call a plumber to get your tank desludged.
